Pursuant to the Bill (Reg. No.2423), a bank license is granted due to the bank´s petition and submitted documents, which testify that the bank and its branches are equipped with video surveillance system and the alarm system connected to the centralized surveillance console of the internal affairs body.
The Committee supports the motion of the subject of legislative initiative concerning enhancement of protection of banking institutions. However, the Committee members expressed a number of remarks.
Thus, the People´s Deputies believe that the Bill "is aimed at technical modernization of protection of banking institutions. However, the said issue is regulated by the normative acts of the National Bank of Ukraine".
According to the resolution of the Central Scientific Experts Office of The Verkhovna Rada of Ukraine Secretariate, the Bill envisages that "due protection of banks should be provided only by the internal affairs bodies". The experts believe that the said legislative motion fails to comply with general principles, competition rules, and basic principles of banks´ entrepreneurship.
